The value of having common core indicators is that the researcher can objectively compare one telecentre's performance (or one national program) with another in a cross-sectional analysis and reliably measure changes in the performance of individual telecentres or national programs over time.

To measure many performance indicators, researchers require longitudinal data. Information collected on a daily basis, recorded by telecentre staff using a standardized daily log, is the most direct and accurate. The telecentre staff should, at a minimum, keep a daily "trouble log," in which they record problems with the equipment for later analysis and diagnosis. Evaluators can complement and crosscheck these data by asking users how frequently they experience success or failure with the equipment.
