More- THE PERSISTENCE OF THE OLD REGIME over, France scored a tenfold increase in crude steel produc­ tion between 1 8 80 and 1 9 1 3 , and it did so without direct acces s to most of Lorraine's iron-ore deposits .

There were, in addition, between 2 and 8 million precapitalist and preindustrial cottage producers , or kustars, sca ttered throughout the countrys ide, nea rly all of them work­ ing in their home dwelli ngs and using hand tools. In terms of production value this dispersed sector of tiny and small manu­ facture contributed between one-quarter and one-third of the entire consumer and capital goods sector, and artisan manu­ facture met most of Russia's consumer needs .
